Develop Annual Quality Plan and Departmental Objectives aligned with organizational strategies, organizational goals, and business plans. Collaborate with Safety Dept. in the review of Legal requirements, Risk Assessment & Control Plan, and the development of Yearly Safety Objectives & Action Plans.

• Develop and ensure Implementation of Factory Production Control (FPC) System in accordance with ISO & NFPA standards.
• Audit Internally FPC and ensure Project Specific Requirements are implemented.
• Prepare Annual budget for QA & HSE Department and manage the function within the approved budget – focusing on greater efficiency, productivity, and enhanced quality.
• Provide overall direction and guidance to QA & HSE personnel in their day-to-day operational activities. Supervise and monitor the performance of all QA & HSE Departments' personnel, evaluate the results, and identify corrective / preventive actions.
• Identify staff development and training needs and ensure training is provided to QA & HSE personnel & others involved in the management of QMS & OHSMS.
• Collaborate with Quality Control function to ensure customer/code requirements are incorporated in the project specific ITP & Quality Plans, where applicable and that compliance to customer requirements is fully achieved at every stage of the product realization. Lead team(s) to conduct root cause analysis of non-conformities, when required and propose remedial actions to ensure compliance with quality requirements.
• Establish effectively the processes required for the Quality Management System (QMS), Environmental Management System (EMS), Health & Safety Management System (OHSAS) and provide the organization with an Integrated Management System (IMS). Report to the Top Management, the performance of the Quality, OH&SMS and other management systems and improvements needed.
• Maintain “UL & FM” certifications and ensure that the Quality Control System is implemented as and when required by projects.
• Plan and ensure total effectiveness of QMS, OH&SMS & EMS Audits and other special Project Audits carried out as directed by the Management. Administer the Quality & HSE Manual including changes, modifications and distribution and ensure total compliance with the ISO 9001, 14001 & OHSAS 45001 standards requirement.
• Assess vendors' and subcontractors' capability for compliance with quality requirements. Ensure review of Saudi Sicli approved vendors & subcontractors' performance during management review meetings.
• Leads corrective/preventive action processes on NCR trends outlined in the external audit reports and the internal NCR Reports and customer complaints. Conduct customer feedback surveys to obtain customer feedback / perception on Saudi Sicli's performance on projects. Present results of the analysis to the top management.
• Lead pre-qualification of Saudi Sicli with major clients / contractors by facilitating Technical Assessments and compliance audits. Ensure readiness of Saudi Sicli facilities & systems compliance to achieve approvals of major clients / customer / contractors.
• Participating in Business Development and Product Development Processes to diversify the organization into value added products / services and potential markets and segments.
• Review and evaluations of Vendors/ Subcontractors quality system and guide them in meeting the requirements of Company Quality System.
• Review of Project Contract documents to identify any special QA/QC requirements for suitability of compliance and inform Sales and Estimation departments if any cost impact is involved.

• Ensure satisfactory identification of materials, proper protection of piping and fittings. Verify proper size and schedule of pipe, rating of flanges, proper flange face and fittings.
• Inspect piping just before erection to verify that the interior is clear of foreign materials. Check edge preparation and fit-ups to verify that areas to be welded are free of contaminants and that fit-up is within tolerance.
• Check flow direction arrows on valves; verify that the properly identified valves are installed in accordance with the flow diagram.
• Ensure that pipe supports, hangers and guides have been installed in accordance with the piping drawings and the pipe support details.
• Confirm the piping system concurs with flow diagrams to verify completeness of system. Evaluation of test package contents, lines checking against drawing requirements to ensure completeness and quality of the piping system.
• Verify initiation of field piping and equipment pressure test punch list. Ensure correction or completion of punch list items. Verify preparation of piping test package including piping test record.
• Check and ensure that all joints are exposed for examination during pressure test. Ensure that the isolation or disconnection of equipment is not tested. Check vents are open when filling and draining lines.
• Witness final pressure tests, including verification that pressure gauges have adequate dial range and are calibrated.
• Verify that the testing pressure does not exceed the allowable test pressure of any equipment in the system.
• Verify that the required test pressure was maintained for the specified length of time with no acceptable leakage.
• Confirm repairs, re-testing, and re-inspection in accordance with specifications. Ensure blinds are removed and correct gaskets are installed.

• Pipeline checks after completion of welding and prepares punch list according to the PL categories A & B.
• Witness pneumatic and hydro testing with client inspector, verify all the fittings erected as per isometric drawing and the orientation of valves, position of supports, flanges rating, internal cleaning of pipes, proper tags on vales and arrow marking on pipelines with color coding as per project specifications, venture and orifice flange inspection, bolt tightening for venture on high pressure pipes.
• Review line history sheet and verify all the required documents are compiled according to the quality control procedure and with the approved formats. Conduct walks through with client for mechanical completion of system / piping and close punch list.
• Responsible for the Documentation, punch list packages entries, preparation of reports.
• System Package / Hydro test package documents maintenance using a MS-Access Database control systems. Monitor and maintain package acceptance records and discuss in the commissioning meetings.
• Monitor and maintain records, assign and follow-up of packages after completion of hydro testing for the punch clearing activities.
• Surveillance of site activities according to site plans, ITPs, method statements and approved drawings.
• Advice Service Contract personnel in taking appropriate corrective & preventive action on NCR. Liaise with the Customer Representative for the conduct of day-to-day Construction related activities. Verification of testing equipment (Measuring Monitoring Devices) related to the job as per requirements.
• Attending the meeting with Construction Management to improve the work progress highlighting the features of Construction Activities.
