Project Brief:
Qiddiya is one of Saudi Arabia’s giga-projects under Vision 2030, aimed at transforming the Kingdom into a global hub for entertainment, sports, and culture. It is located about 40 km southwest of Riyadh and spans an area of over 360 square kilometers, making it one of the largest entertainment destinations in the world.
The scope of work includes:
Provisional Sum Items (Design and build)
· Gas farms (East Village & West Village) and distribution network.
· Guest parking lot (capacity: 6,000 vehicles).
· Vehicle access control points with advanced security systems.
· Security & Smart Services (access control, screening systems, integrated platforms).
· Welcome Center
· Drainage pump station.
· Regulatory signage and traffic signals.
· Substation (PRSS) and utility services for bridges/underpasses.
· Fire station, District Security & Operations Control, Police stations, and Medical facility.
Infrastructure (construction)
· Construction of primary & secondary roads (complete), other roads to formation level, and dry/wet utilities networks.
· Internal stormwater network, ponds, and perimeter stormwater cut-off drainage channel (Northern boundary).
· Utility culvert extension and modification/demolition of existing culverts.
· Perimeter stormwater cut-off drainage channel (Southern boundary).
Job Title: Technical Manager (Provisional Sum subpackage)
Tasks, and Responsibility:
A) During tender stage
· Develop comprehensive tender documents, including scope of work, specifications, tender drawings, client requirements, and responsibility matrix.
· Assess and evaluate participating bidders for bidders (long list and short list) based on prequalification documents.
· Coordinate with the client to secure approval for the shortlisted bidders.
· Follow up with bidders to ensure they understand project requirements.
· Issue Post-Tender Clarifications (PTC) for any inquiries raised by bidders.
· Prepare scoring matrices and evaluation sheets for client approval.
· Review and assess bidders’ technical proposals and submit recommendations for client approval.
· Prepare the award report and submit for client approval after completion of BAFO (Best and Final Offer) and LAFO (Last and Best Final Offer) stages conducted by the commercial team.

· Manage all engineering disciplines within the project scope.
· Ensure consistency and accuracy across drawings, submittals, and technical documentation.
· Facilitate coordination between technical team, construction, and BIM teams.
· Review shop drawings and manage interfaces between utilities, structures, and roads.
· Lead technical meetings and oversee RFIs, shop drawings, and as-built documentation.
· Follow up with the handover team to secure all technical deliverables and ensure successful project closure, including obtaining the Taking-Over Certificate from the client.
Project: Wadi Hanifah Spine Infrastructure Corridor/ DGDA
Project Brief:
The Wadi Hanifah Spine Infrastructure Corridor, a 9-kilometer main corridor led by DGDA, is a strategic initiative aimed at enhancing infrastructure and connectivity within the Wadi Hanifah area. This project plays a vital role in supporting Diriyah’s development as a cultural and heritage destination, with a strong emphasis on sustainable design, environmental preservation, and alignment with Saudi Arabia’s Vision 2030.
The scope of work includes:
This comprehensive infrastructure package is designed to support urban mobility, utility distribution, and public realm enhancements, contributing to the long-term sustainability an livability of the Diriyah area.
Tasks and Responsibilities:
- Technical evaluation of received documents/drawings as well as potential subcontractors or suppliers offers.
- Advise other departments on any related complex construction activities, and propose new, easier, faster, construction systems.
- Project value engineering recommendations if required.
- Raise/respond to technical queries to the client or from potential subcontractors, or tenderers/suppliers.
- Prepare schematic design in case of design-build projects in addition to preparation of estimated BOQs
- Liaising with third-party service providers.
- Coordinate/review with external design firms or consultant in case of complex design & build project.
- Technical coordination between subcontractors of various project disciplines.
- Participate in the pre-qualification of short-listed subcontractors/suppliers.
- Prepare drawings, submittals list, and schedule. Follow up on the approval status for all detailed shop drawings and as-built drawings.
- Coordinate with the planning and project control dept. In preparing the master construction schedule.
- Verification of purchase order for project’s materials to prevent unnecessary or under specs materials being purchased.
- Preparation and verification of client’s & subcontractor’s invoices in relation with actual executed works, specifications, and the project’s B.O.Qs
- Help and solving in-construction difficulties (troubleshooting).
- Assisting quantity surveyors for the evaluation of contracts B.O.Qs in addition to verification of provided quantities from subcontractors.
- Managing and supervising all the technical team and the technical activities
- Any other activities as required from the direct manager as per department and project needs.
