PMC HSE Manager for the 12828 WQIP-Water Quality Improvement Program in Eastern Province, Saudi Arabia. Working with NWC (client) and ILF (PMC), leading HSE efforts across 11 construction sites, ensuring the safe execution of large tanks, pump stations, water treatment programs, and pipelines.

Key Responsibilities:

1. HSE Strategy: Implement comprehensive HSE plans, policies, and procedures aligned with ILF's PMC scope.
2. Risk Management: Identify, assess, and mitigate HSE risks across all project sites.
3. Compliance: Ensure compliance with Saudi Arabian labor laws, regulations, and international HSE standards.
4. Incident Management: Investigate and review the contractor incidents, near-misses, and accidents, implementing corrective actions.

6. Stakeholder Engagement: Collaborate with NWC, ILF, and contractors to ensure HSE best practices.
7. Performance Monitoring: Track and report HSE performance metrics to ILF's senior management.
8. Audit and Inspection: Conducted regular HSE audits and inspections to ensure compliance and identify areas for improvement.
9. Contractor Management: Manage HSE aspects of contractor performance, ensuring compliance with project HSE requirements.
10. Emergency Response: Implemented emergency response plans, ensuring preparedness for potential incidents

• Monitoring the effective implementation of appropriate Safety and environmental system procedures and providing for their updating in line with changes in Legislation and Company Directives Strategic planning of the HSSE compliance assurance program, including various tiers/levels of HSSE audits
• Monitor the day-to-day management of health, safety, and environmental issues
• Participating in the follow-up and close-out of corrective actions that arise from operational activities, meetings, or audits that take place within the area of responsibility

• Management of EPC & Subcontractors by assuring Pre-qualification assessment, Site due Diligence and HSSE Performance Evaluation of significant subcontractors of Projects in line with the audit schedule
• Corporate support for project Incident reporting and investigation by assisting the project teams in field Incident investigation
• Leading Investigations and Root Cause Analysis, assisting the projects in RCA chart preparation and reviewing the executive reports
• Leading HSSE aspects for all greenfield and brownfield proposals/bids including technical submission and cost estimation
• Provide support to Projects regarding subcontractors technical bid reviews
• Produce an organizational strategy and plans to meet training and development needs and manage training delivery and measurement

• Investigating accidents/near miss reports and determining probable causes and preventing re-occurrence of similar incidents
• Monitoring heavy lifting of HRSG casing (60 MT), MODULE (327 MT)
• Well experiences in welding activities like Butt fusion welding, TIG WELDING, MIG WELDING, OXY-ACETYLENE GAS CUTTINGS, STUD WELDING
• Assessing and examining the delegates to confirm compliance
• Training to conduct Audits and HSE general Assessments in different Activities
• Onsite coaching in transferring classroom theory to practical application
• On-site assessment of competency relevant to training delivered
• Ensure and document the company's compliance with mandatory HSE requirements trends and bring to management's attention areas of deficiency
