A. Job Specific Accountabilities:

• Lead the development, implementation, and continuous improvement of the HSE Management System in accordance with ISO 14001 and ISO 45001 standards.
• Act as HSE Management System Development Project Manager in coordination with WSP Consultants, overseeing design, implementation planning, and alignment with MAKEEN’s strategic goals.
• Maintain and regularly update HSE policies, procedures, and operational controls to ensure compliance with legal and corporate requirements.
• Monitor evolving statutory and regulatory obligations and ensure timely integration into internal systems and the legal register.
• Coordinate internal and external audits, ensuring planning, execution, reporting, and closure of findings are effectively managed.
• Lead incident investigations for high-potential events, conduct root cause analysis training, and ensure lessons learned are embedded in the HSE system.
• Manage HSE prequalification and technical evaluation of subcontractors, defining performance criteria and onboarding standards.
• Collect, analyze, and report on HSE performance metrics providing leadership with actionable insights for risk reduction.
• Oversee documentation and follow-up of inspections, emergency drills, incident reports, and compliance actions.

B. Strategy:

• Contribute to the design and deployment of long-term HSE strategies aligned with organizational goals and project risk profiles.
• Integrate HSE MS principles into project lifecycle planning, procurement, and operational execution to ensure safety and compliance from bid to delivery.
• Support leadership in driving HSE culture transformation and aligning with industry benchmarks.

C. Budget:

• Support the HSE Director in preparing the HSE Department budget, ensuring alignment with compliance requirements, project needs, and continuous improvement goals.
• Justify and optimize resource allocation for training, certifications, system development, and compliance assurance initiatives.
• Support HSE cost estimation and documentation for new project tenders, including the preparation of HSE Cases and project-specific procedures.

D. Leadership & People Management

• Lead and coach cross-functional teams in the implementation and auditing of HSE systems and initiatives.
• Deliver internal training and guidance to build competency and ownership across all levels of the workforce.
• Promote a proactive, accountable safety culture, ensuring that HSE is embedded in day-to-day operations and strategic decision-making.

• Develop and execute a comprehensive HSEQ talent development strategy that aligns with the organization's business goals, particularly in oil and gas and maritime industries
• Select and manage relationships with external training vendors, consultants, and educational institutions
• Manage Training programs in the company to help mobilize competent personnel to the company MRO, New Build Rigs, New Build ships projects
• Drive the performance management process by implementing performance reviews, feedback systems, and employee development plans

• Coordinating with different division managers / Rig Managers to ensure ADC new Rigs comply to Aramco Requirement (HSERM & SWIM, WC Manual) and International Safety Standards
• Operation Management & commissioning of new rigs
• Monitor compliance as per Aramco (HSERM, SWIM) & IDS Requirement Ensure that all rigs have emergency planning such as fire, blowout, H2S, medical evacuation and that all personnel know the procedures
• Periodically review those procedures and emergency contact numbers
• Assist in the quarterly review of the rigs QHSE performance with respect to the rig specific objectives
• Analyze the accident, incident, and near miss reports and make recommendations for improvement
