  • My duties involve managing the engineering employees (100 employees) at central level in the Ministry of Health. The technical aspects include the supervision of all design and construction projects for healthcare facilities: family health units/centers, district and general hospitals, blood banks, x-ray centers, ambulance centers, technical institutes, Cancer Centers…etc. The total investment for these projects for the fiscal years from June 2008 till June 2015 reaches up to 15 billion LE. The current projects under construction for this year 2015/2016 and next year reach up to 6.50 billion LE. My key responsibilities included the followings:
  • Projects Manager for several donors’ projects funded by international organizations such as World Bank, EC, USAID, AFDB, Saudi Development Fund, Italian International Cooperation, UNDP, OPEC Fund, and Arab Social Fund.
  • Design the detailed action plan and follow up the implementation (time schedule and estimated budgeting) for the development/construction, furnishing and equipping of (2500) family health facilities distributed in all governorates for a budget of 5.0 billion LE.
  • Design review, construction follow-up and project management for 110 hospitals distributed all over Egypt including new construction, major remodeling and renovation.
  • Member of the Ministry activation team for operation of new health facilities including hospitals and family health centers regarding the construction works furniture and medical and non-medical equipping.
  • Organize and follow up the management of contracts and procurement projects for different donors with various regulations of organisational, administrative and financial rules.
  • Prepare projects budgeting and strategic health plans for the national level.
  • Follow up the implementation of Health Sector Reform and the role out of the Family Health Model from the engineering aspects in all governorates of Egypt.
  • Direct and follow-up the preparation and up-dating of project documentation, including project plan, project schedule, scope of work, drawings, and technical documents for competitive tender; and managing the evaluation of technical proposals.
  • Oversee the site construction works during all phases of the major and alteration and improvement projects through adequate contract management arrangements to ensure the contractors’ compliance with their contractual obligations and quality control.
  • Develop standards for existing and future facilities and guidelines for the new and on-going construction of health facilities.
  • Collaborate with other sectors within the Ministry such as: Curative care, Primary health care Finance, contracts and Procurement.
  • Serve in technical committees with Ministry of International Cooperation to enhance the use of Financial Aid Effectiveness and Mutual Accountability directed to technical cooperation and capacity development.
  • Revise and follow up all TOR’s for international and national consultants as well as Request for Proposals (RFP) for Tenders to ask for Technical Assistance needed for all projects.
  • Coordinate with other Ministries such as: Ministry of International cooperation, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Housing, Ministry of Social Solidarity, and Ministry of Defense.

  • Manage over (50) employees: administrative, technician, and engineers: civil, architects, electromechanical, furniture and biomedical.
  • Follow-up construction projects including hospitals and primary health care facilities.
  • Managing all relevant aspects of financial management of the construction projects, administer and follow-up all regular payments and performance.
  • Plan construction and renovation projects, including conceptual design, identification of design parameters, analysis of functional health needs on alternative solutions.
  • Implement the action plan for the Ministry Investment Plan 2006/2007.

  • Participate in the preparation and evaluation of the tender documentation for the procurement of civil works, furniture and biomedical equipment.
  • Preparation of the progress and follow-up reports for the activities of the Engineering Unit in the Health Sector Reform Program.
  • Monitor the project implementation for the civil works contracts with the consultants, contractors and suppliers for the furniture and medical equipment for the health facilities.
  • Supervision of construction works as well as assistance in preliminary and final acceptance of construction works and follow-up and monitor the takeover process, furnishing and equipping of the health facilities up-to the operational phase.
  • Develop the concept for asset management concept for the maintenance of the infrastructure, furniture and equipment.
  • Participate in the development of strategies, policies and procedures relating to the Rolling-out of the Family Health Model in other governorates in Egypt.
  • Appointed by the Ministry of External Affairs, African Sector, as a member in the technical committee for the Furnishing and equipping a Medical Center in Gabon.
  • Negotiate with the Saudi Development Fund the finance protocol for the development of (50) family health units distributed in (3) Governorates.
