Key Responsibilities
● Regulatory Compliance:
- Maintain deep expertise in the Saudi Customs regulations, the GCC Common Customs Law, and specific import restrictions and technical requirements for various products.
- Ensure all imports comply with quality standards and obtain necessary product certifications (PCoC/SCoC) via the mandatory SABER platform prior to shipment.
- Stay current with evolving trade policies, ZATCA procedural changes (e.g., e-invoicing "FATOORAH" compliance), and tax exemption rules, providing proactive advice to management.
● Documentation and Digital Submission:
- Oversee the accurate and timely preparation of all required customs documentation, including commercial invoices, packing lists, bills of lading, and certificates of origin.
- Manage the electronic submission of customs declarations and related data through the FASAH platform to facilitate rapid clearance.
- Ensure precise Harmonized System (HS) code classification and accurate product valuation to determine the correct duties and the 15% Value-Added Tax (VAT).
● Liaison and Coordination:
- Act as the primary liaison with ZATCA officials, port authorities, freight forwarders, and shipping lines to coordinate and track shipment status effectively.
Coordinate physical cargo inspections when required by customs authorities, resolving any issues promptly to avoid delays or penalties.
● Financial and Cost Management:
- Calculate duties, taxes, and government fees, arranging timely payment via systems like SADAD to facilitate immediate release of goods.
- Monitor and minimize logistics costs, including demurrage (charges for delays in unloading/returning containers) and detention fees.
● Risk Mitigation and Auditing:
- Identify potential compliance risks and implement mitigation strategies to prevent cargo holds, fines (which can exceed SAR 10,000 for errors), or shipment rejections.
- Maintain meticulous records of all import transactions and related documentation for a minimum of five years for potential ZATCA audits.
● Internal Collaboration:
- Work closely with the company's procurement, sales, and warehouse teams to ensure a smooth, end-to-end supply chain operation.
- Provide in-house guidance and training to relevant staff on best practices for import and export processes.
