JASARA Program Management Company is the joint venture between the Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to elevate the delivery of social infrastructure programs in Saudi Arabia.
Directed the planning and management efforts for consultancy services in Al-Khafji City's master plan, including the following responsibilities:
- Managing and developing all necessary tasks from JASARA.
- Mentoring and overseeing the tasks assigned to Jacobs.
- Quality-checking all deliverables submitted to the client includes presentations, reports, GIS, and extras.
- Liaising with stakeholders and facilitating project milestone events (presentations, meetings, and MoMs).
- Monitoring the status of contracts, change requests, invoices, and payments.
- Supervise the project staff, which includes an urban planner, an urban economist, a GIS specialist, a graphic designer, and a document controller.
- Coordinating with the client and stakeholders for work progress, and to obtain the required approvals.

- Project Management: Leading and supervising project teams to ensure goals are met, including planning, execution, and finalization of projects according to specifications and deadlines.
- Resource Allocation: Coordinating with HR business partners to ensure proper allocation of internal and external resources, and managing third-party vendors for seamless project execution.
- Framework Agreements and Work Orders: Overseeing framework agreements and work order issuance, ensuring compliance with contractual obligations, and optimizing resource use.
- Risk Management: Identifying potential risks and issues related to project operations, monitoring progress, and making necessary adjustments for successful completion.
- Stakeholder Communication: Serving as the primary point of contact for project stakeholders, and providing regular updates on project status, risks, and scope changes.
- Quality Assurance: Ensuring that all project operations adhere to quality standards, comply with contractual terms, and meet client requirements.
- Reporting: Regularly report to the director of projects the performance metrics of the ongoing projects, including progress, design, quality, resources, changes, and other related operational issues that need communication with the project directors, managers, and project staff to facilitate the progress report for each project.
- Tendering and Bidding: Supporting the business development department in new bids by reviewing the RFPs, required scope of work, and estimating time and staffing needs. In addition, participate in the preparation of technical and fee proposals for urban master planning and other major related projects.
- Subject Matter Expert: As I am an urban planning expert, I participate in the production of high-quality urban planning, design, and master planning project submissions. Furthermore, I developed the management methodology, processes, and procedures for the master planning projects as a part of the company portal.
- Additional Tasks: Carrying out any other duties as requested by my line managers (COO and the Director of Projects).

Client: Medina Development Authority (MDA).
Project: PMC services for Qibaa Mosque Expansion.

- Technical peer for design consultants' deliverables, and ensure the project deliverables are committed to the contractual scope of work, and achieve quality standards.
- Prepare, review required RFPs, and ToR according to client requirements.
Client: Sharqia Development Authority (SDA).
Project: Establishing and Operating a PMO Office for the Project Control Department in SDA.
Job Role: Urban Planning Consultant.
- As an SME in urban planning, I’ve participated in preparing a project management policy manual as a part of establishing a PMO project with the Sharqia Development Authority (Client). The main task was to prepare two policies and procedures manuals that concern design and urban planning works.
- Manage progressive meetings with the client to discuss manual requirements, definition of done criteria (DOD), and review the comments and feedback on submitted manuals.
- Manage and develop the design manual (M4) that includes general and design policies, the design and urban development plan process, inputs and outputs of these processes. In addition, control the design and urban development plan process by determining outputs approval and acceptance criteria, submitted package review cycles, package verification, and change control.
- Develop design management workflows, design development processes, and a comprehensive urban planning process, including inputs and outputs for each process.
- Collaborate with the client to develop supported forms, checklists, and templates that are used in the design and comprehensive urban planning process.
- Develop governance policies for the urban planning projects implementation section as part of the Implementation Manual (M8). This section covers implementation policies and procedures, as well as activation policies for the most common types of urban planning projects.
- Lead the virtual workshops with the client that describe design and implementation manuals to SDA-involved section managers and employees as a part of knowledge transfer for establishing the PMO project.

Project: Establishing and Operating a PMO Office for the Projects Operations Department in IARDA.
Job Role: Urban Planning Consultant.
- Supporting and knowledge transfer to the client by giving advice and guidance in all design phases, starting from conceptual design to preparing tender drawings.
- Manage and review the RFPs for projects, including detailed scope of work, design concepts, preliminary drawings, and BOQs.
- Review the project's proposals with the head of the planning and design department from the client side; these proposals describe the project's importance, design concept, estimated cost, and timeframe, phasing.
- Managing the activities of re-planning the current master plan for the royal nature reserve to match the new conservation zones, allowed activities, and regulations in each one that were recommended from the interim management plan.
- Mentor the juniors’ team by supervising the activities and tasks in the Urban Planning and Design Department at IARDA, in addition to updating and following up on the weekly and monthly tasks for the team with the head of the department.
- Advisor for the PMO team in establishing and operating the PMO for the projects and operations management. That includes current state assessment, defining vision, operating, and knowledge transfer and handover phase.
- Manage and develop the Design Procedures Manual as part of the PMO Procedures Manual. The Design Procedures Manual includes main terminologies, general and design policies, process workflows, a RACI matrix, and simple KPIs for each process. In addition, prepare supported forms, checklists, and templates that are used in the design process.
- Manage the quality of the whole manual (quality verification) before submitting it to the client, and ensure the submission's commitment to the client's comments.
