- Manage the projects and determine the duties and activities of the Department’s staff. These include the hospital engineering functions and the production of relevant documents ie., Request For Proposal (RFP) to have the larger alteration and new works undertaken by contractors. The latter function includes preliminary design schemes, the co‑ordination with contractors and supervision of the contracts on site, to ensure that the contractors comply with all the requirements and regulations.
- Be responsible for the execution of minor alteration and new works and ensure that these are carried out according to the agreed schedules of work and the most economical cost possible.
- Develop detailed Bill of Quantity (BOQ) and project costing and initial budgeting.
- Be responsible for all the activities of the contractors with good working practices and to the complete satisfaction. These include assessing & monitoring all members of the maintenance contractors project team to determine if they meet with the job specifications and can effectively, and efficiently perform the tasks and duties that will be assigned to them.
- Evaluate construction methods and implement improvements.
- Be responsible for the projects annual operating budget; and informs the Programme Director in the preparation of annual budget pertaining to equipment and plant replacement.
- Initiate and actively participate in the evaluation of bids for all alteration and new works (large and small), and select the most suitable contractors.
- Provide planning advice and guidance to other departments and senior managers.
- Lead regular training sessions with the planning to ensure that everyone is kept fully abreast of new developments and techniques that affect their work.
- Liaise regularly with senior management in an effort to influence the future direction and development of the Hospital and its services.
- Be responsible for the Hospital Engineers and the PPM Engineer pertaining to the management and monitoring of activities of the operation and maintenance services being rendered by the maintenance contractor.
- Supervise the Hospital Engineers in the planning and execution, and equipment replacement for the Hospital.
- Assist the Hospital Engineers in dealing with their day to day operational problems and where necessary, bring these to the attention of the Programme Director.
- Process all material and spare part requisitions by the maintenance contractor ensuring that correct materials are purchased at the appropriate time and in correct quantities. Ensure that these are financially economical or advantageous to the hospital.
- Determine the feasibility and necessity of all requests by the maintenance contractor for third party services or specialist.
- Provide assistance to Hospital Engineers in arranging access or engineering service shutdowns to the Project Engineer in execution of major schemes such as construction of new buildings, major alteration work, installation of new and huge equipment, etc.
- Co‑ordinate with Project Engineer regarding minor alterations and new works, when maintenance contractors personnel are required.
- Evaluate maintenance methods with Hospital Engineers and implement improvements after consulting with the Programme Director.
- Carry out ad‑hoc duties as requested by the Director of Engineering Department.
- Coordinate, control and monitor performance and activities of the department under Engineering Services.
- Provide support to input of information and/or technical expertise concerning contract documents, invitation to tenders, evaluation of bids and recommendations for awarding the contracts.
- Provide support to the Programme Director on all planning effort in relation to major alteration and capital contracts.
- Ensuring that the Hospital Policies and Procedures are followed accordingly by the departments under Engineering Services, contractors and sub‑contractors.
