  • Project: Diriyah Gate- Tunnels and specialist infrastructure packages in Riyadh

Pre-contract stage (3 years):

  • Involve on a pre-contract stage of cost estimation, procurement and tendering for specialist packages of infrastructures works including bulk excavation, STP, DCP, Metro-Box and consultancy professional services with traditional and Design & Build procurement routes, and framework agreements
  • Prepare cost estimation and Cost Plan including PTE for spine tunnels of civil and MEP works, and specialist infrastructure packages by implementing NRM1 using Cost X
  • Advise the client if the cost plan is more than budget by implementing strategies after coordination with a design team like omission of non-critical item or using value engineering to reduce cost with maintaining quality
  • Prepare a procurement strategy using SWOT for justification of package business and advise to the client an appropriate procurement route
  • Prepare Pre-Qualification Questionnaires (PQQ) to produce shortlist against source selection criteria including assessing financial ratio assessment against bidder’s financial audit report and advise the client the bidder’s financial stability with association action.
  • Compile tender documents and coordinate with technical team.
  • Advise the client an appropriate contract form based on project type, complexity, value, risk, and design responsibility.
  • Collect tender queries from bidders, coordinate with technical team, and respond to all bidders.
  • Coordinate with technical team to collect technical evaluation and technical tender report.
  • Prepare commercial evaluation against bidders, who passed technically, by scoring against criteria of contract form compilation, and price comparison (like-to-like method).
  • Attend a BAFO meeting and negotiate with the contractor to submit BAFO price.
  • Prepare Post Tender Clarification (PTC) for commercial queries, ensure all qualifications are resolved and closed, and coordinate with the client’s legal team for proposed contract amendment from bidders on commercial’s form if they are agreed or not and respond to the bidders.
  • Prepare Tender Evaluation report with ensure contents of Executive Summary, ITT process, Tender evaluation, Combined Technical and Commercial Scoring Evaluation and Recommendation.
  • Produce price document (BOQ) as per project type and client’s requirements using POMI, CESMM04 and NRM 1 & 2.
  • Compile and produce contract documents to include in the tender documents using FIDIC forms (red, yellow, and Green).
  • Review insurances and bonds, compare as per forms in the Contract Schedules.
  • Collect and compile contract documents to the awarded vendor, follow QC/QA contract compilation checklist.

Post contract stage (1 year):

  • Review and approve interim payments as per contract provisions.
  • Update cashflow forecast monthly as per contract provisions and advise the client solutions if the actual cashflow is below than forecast
  • Prepare Request for Change (RFC) based on client’s instruction or advance warning as per agreed form from Change Control Procedure, evaluate impacts of time, cost and quality, issue to the client to get approval.
  • Prepare Qty take-off sheets using CostX.
  • Issue Engineer’s instruction (EI) to the contractor to submit his proposal as per Contract Condition, compare with my assessment, negotiate with him, and send to the client as a Change Order (CO).
  • Prepare final account document as per contract provision.
  • Update cost report monthly.
  • Review prolongation cost from claim submitted from the contractor, and ensure the incurred cost is included in contemporary record and as per contract provisions.
  • Cooperate and lead my team to perform tasks and notify anyone if there is any mistake to correct it with respect and without blame him.

Post contract stage:

  • Review and certify the interim payments and ensure are as per contract conditions.
  • Review and approve the BOQ summary, Qty take off sheets using POMI accordioning to approved BOQ, approved drawing & approved documents related to payments submitting.
  • Review and prepare a final account as per supporting documents including Taking-Over certificate, approved As-built drawings and discharge letter.
  • Monitor and record the financial report between approved budget, total commitment awarded to the contractor and expenditure summary.
  • Advise the client the forecast project cost if it is more than the budget by implementing value engineering through changing description of materials of some items to reduce cost with maintain quality, for example, Change external walls from block walls to Siporex walls.
  • Review and approve the variation orders and ensured are as per approved client letters and as per contract clause of variation orders, and ensured all supporting documents related to variation orders are completed including BOQ summary, Qty take off both deletion and addition items, tender and approved shop drawings, and contemporary documents.
  • Advise the client to change the construction technology to save time and cost with increasing quality, for example, Change the external concrete shape from cast-in-situ to precast concrete.
