- Ensure all the contractors are performing work safely in accordance with the Client’s HSE plan, standards, and legal requirements.
- Implementation of the company’s HSE Policy, procedures, and documentation.
- Monitor the implementation of the Project/Client’s HSE standards in coordination with the contractor’s teams ensuring that they are followed and maintained across the project. Review the contractor’s HSE Documents, RAMS & Project HSE Specific Plans and monitor compliance accordingly.
- Assist the contractor to manage and mitigate risk activities. Conduct Daily Site Inspections and issue Safety Observation Reports (SOR) and follow-ups on close- out with the Contractor. Preparation of Weekly HSE Report and presentation to PMCM and CSC Management.
- Weekly HSE Meetings and Leadership Walkthrough with the PMO, PMCM & Contractor’s Top Management.
- Maintain and update Weekly HSE Dashboards and forward them to PMCM
- Ensuring the effective implementation of HSE management procedures, and client HSE requirements throughout the project. Issuing, follow-up, and closing of NCR with the contractors.
- Maintain and update the SOR tracker and make follow-ups with the contractor team for close-out observations/reports. HSE workshop: For any important issue highlighted by the client.
- Monitor and ensure all the Lifting Operations and crane activities are carried out as per the lifting plan and Project HSE Plan’s requirements.
- Coordination with clients & PMCM safety representatives regarding all site Health & Safety issues.
- Coordinate weekly and monthly HSE reports with the Contractor and cross check the contractor’s Man hours, Lagging, and leading indicator statistics.
- Monitor and Control the Implementation of the Company HSE Policy throughout all management levels and report to management about HSE matters as per ISO-45001 and 14001 requirements.
- Proactively implement and maintain worksite hazard management processes and Company HSE policies and procedures to a high standard, in line with the Company Standards as well as any relevant local laws and regulations.
- Guiding and working with the HSE team to promote Health Safety and Environmental awareness with all Contractors’ Employees that are engaged in the project work scope to ensure a positive HSE culture and behaviors are achieved.
- Monitoring the implementation of the permit-to-work systems to ensure that only authorized work is being carried out.
- Identifying non-compliance with HSE processes/work activities and ensuring prompt corrective remedial measures/actions are taken with the responsible Supervisor or Engineer.
- Investigations of accidents, incidents, and near misses. Monitoring of health and safety targets to maintain zero incident policy.
- Check for the safety of road works and defects of the machine, Instruments or plant and equipment used by the Contractor.
- Inspect whether work uniforms, Personal Protective Equipment (PPE), and Protective Devices of workers are adequate & provide appropriate HSE training & Guidance.
- Report and take emergency measures for accidents that occur at the workplace.
