Summary

Hazem is a senior urban planner holding over 15 years of experience in the field of urban and city planning, through working on all levels of spatial planning ranging from strategic spatial city plans to local and master planning of large-scale projects. Working with local and international design and planning consultants as part of international multi-disciplinary teams working between different geographies such as: KSA, UAE, Bahrain and UK on a variety of large-scale planning projects in the Kingdom of Saudi Arabia.

Hazem has also been involved previously in a national urban planning programme with UN HABITAT supporting Ministry of Municipalities and Rural Affairs (MOMRA) in Saudi Arabia. The Programme aimed to support sustainable urbanization through undertaking a series of activities that covered urban planning, urban regulations, governance and urban economy and city financing in 17 Saudi cities.

Currently Hazem is leading the urban planning department in Urban and Municipal Affairs Sector in Diriyah Gate Development Authority (DGDA) supporting the build up of the department’s team and resources capacity. Hazem is responsible of managing ongoing planning framework project that consists of a baseline assessment, setting a spatial vision for the DGDA supervisory area, preparing suite of spatial plans (sub-regional, structure, local area plans and special development areas) as tools to guide future of urban development in DGDA supervisory area, in addition to supporting governance, planning and regulatory framework that supports the implementation of those plans.

MAIN TASKS AND RESPONSIBILITIES:

  • Developing alternatives for Spatial Plans in different planning levels (City level – Neighborhood level – master planning of major projects including Housing, TOD, Nature Reserves and Touristic sites, Urban regeneration and new communities)
  • Data collection, identifying Data Gaps and preparing Site Analysis for urban planning projects
  • Participating in Expert group meetings to prepare in early ideation stages for master plan
  • Leading preparation of Analysis Report and required diagrams for all urban planning/ design projects on different planning levels

Hazem has been involved as an effective member of an international team working on the 4 years programme of cooperation between UN Habitat and the Ministry of Municipalities and Rural Affairs (MOMRA) in Saudi Arabia

The Programme aimed is to support sustainable urbanization through undertaking a series of activities related to urban planning and design in 17 Saudi cities

MAIN TASKS AND RESPONSIBILITIES:

  • Work closely with Nairobi- based Urban Planning and Design Laboratory of UN-Habitat to provide direct support to Saudi Cities in review and updating their plans and designs,
  • Develop spatial planning analysis reports for 17 Saudi cities (Riyadh, Dammam and Buraydah)
  • Present to local stakeholders planning proposals prepared with UN- HABITAT Lab.
  • Support and facilitate tasks of international experts in the review and analysis of existing planning practices and instruments (such as Local Plans) in KSA
  • Produce Reports and power point presentations for all urban design and planning work
  • Support review of the Urban Legislation Framework and all related tasks including the facilitation of a series of participatory workshops with local stakeholders (17 Municipalities)
