• Steering all plan making and strategic spatial plans and frameworks in DGDA Supervisory Area
• Lead the review and approval process of Master Plans, 3rd Party development applications and subdivision applications in the DGDA supervisory area
• Lead project tendering from initiation to awarding (Including: Budget allocation, technical SoW, evaluation of proposals through technical evaluation committee, awarding and project execution)
• Managing direct relationship with all external stakeholders counterparts in relation to urban planning at the city level from such as: RCRC, Riyadh municipality, KSU, MoMRAH, TDF, MoC,DASC,...etc.
• Leading urban planning strategic files and alignments and communication with DGDA executive leadership including: letters, executive presentations, and meetings

• Hazem has been appointed to manage the urban planning team within Urban and Municipal Affairs Sector (UMA-DGDA) and reporting to Director of urban planning
• Hazem’s main mandate is to build up the department’s capacity in terms of team and resources
• In addition to managing urban planning tasks and functions through applying regulations and standards on 3rd party development applications as part of the review and approval process for all developments within the DGDA supervisory area
• Hazem is responsible of managing ongoing planning framework project that consists of a baseline assessment, setting a spatial vision for the DGDA supervisory area, preparing suite of spatial plans (sub-regional, structure, local area plans and special development areas) in addition to supporting governance, planning and regulatory framework that supports the implementation of those plans (PROJECTS: DGDA Supervisory Area Planning Framework - Consultant: AECOM)

Hazem re-joined AECOM on a 2nd enrollment as an effective senior member working as part of an international multi-disciplinary team consisting of Urban Planners, Transportation Planners, Environmental Planners, Infrastructure Planners, and Economists, working between different geographies such as: KSA, UAE, Bahrain and UK on a variety of large-scale planning projects in the Kingdom of Saudi Arabia

MAIN TASKS AND RESPONSIBILITIES:

• Developing alternatives for Spatial Plans in different planning levels (City level – Neighborhood level – master planning of major projects including Housing, TOD, Nature Reserves and Touristic sites, Urban regeneration and new communities)
• Data collection, identifying Data Gaps and preparing Site Analysis for urban planning projects
• Participating in Expert group meetings to prepare in early ideation stages for master plan
• Leading preparation of Analysis Report and required diagrams for all urban planning/ design projects on different planning levels
• Working closely with other disciplines with focus on GIS team in planning stages and diagrams production for proposed plans (Using CAD, and Adobe Illustrator)
• Leading preparation of Design guidelines and Plot Regulation Sheets on different master planning projects
• Presenting periodically project progress to clients' executive level
• Liaise scope of work provided by sub-consultants if involved in projects
• Participate in workshops with counter parts such as: Municipalities, Service providers, …etc.
• Presenting final outcomes of projects such as (Presenting Final Pre-concept masterplan of 2 Royal Reserves to Board chairman HRH Prince Turki Bin Mohamed Bin Fahad and presenting outcomes of G20 Corridors Urban Enhancements to HH Prince Faisal Bin Ayaf - Riyadh Mayor)

Hazem has been involved as an effective member of an international team working on the 4 years programme of cooperation between UN Habitat and the Ministry of Municipalities and Rural Affairs (MOMRA) in Saudi Arabia

The Programme aimed is to support sustainable urbanization through undertaking a series of activities related to urban planning and design in 17 Saudi cities

MAIN TASKS AND RESPONSIBILITIES:

• Work closely with Nairobi- based Urban Planning and Design Laboratory of UN-Habitat to provide direct support to Saudi Cities in review and updating their plans and designs,
• Develop spatial planning analysis reports for 17 Saudi cities (Riyadh, Dammam and Buraydah)
• Present to local stakeholders planning proposals prepared with UN- HABITAT Lab.
• Support and facilitate tasks of international experts in the review and analysis of existing planning practices and instruments (such as Local Plans) in KSA
• Produce Reports and power point presentations for all urban design and planning work
• Support review of the Urban Legislation Framework and all related tasks including the facilitation of a series of participatory workshops with local stakeholders (17 Municipalities)
• Participate in local and international forums and conferences related to urban planning such as 1st Saudi Urban Forum (Riyadh-KSA) and Habitat III (Quito-Ecuador) conferences
